SDVOSB and VOSB, certified by the SBA

Software that does the manual work in your office, so your people can make the big decisions.

A service-disabled veteran-owned small business, certified by the SBA. We build software around the way your office actually works, and we fix and extend the systems you already run, on SQL Server, .NET, and Azure.

What we can build for you

The work your staff does by hand, done by software.

Every office has a process held together by email, spreadsheets, and one person who knows how it all fits. Features can include:

Requests and approvals

Automate requests, approvals, reminders, and follow-ups.

A request routes itself to the right approver, reminds them when it sits, and records the decision.

Finding information

Find information across spreadsheets, email, and files.

One place to look, instead of the shared drive, the inbox, and the tracker spreadsheet.

Connected systems

Connect applications, databases, and outside services.

Data moves between the systems you already own without anyone retyping it.

An official record

Organize data and establish an official record.

One SQL Server database everyone works from, instead of five versions of the same spreadsheet.

Status at a glance

See work status, overdue items, and exceptions.

What is late and what is stuck shows up on screen before anyone has to ask.

The system you already run

Fix, speed up, and extend what is already in place.

The slow SQL Server database, the .NET application nobody on staff wrote, the report that takes two days.

How the work runs

A shared work board, open from day one.

Our shared work board shows who is responsible, what is underway, and when work is planned.

Every engagement runs in Azure DevOps, and your team gets a read-only account on day one: the board, every commit tied to its work item, every build and test result. If your agency has its own board, we work on yours.

Don Gerard, the owner, scopes and leads every engagement, backed by a team of independent US-based 1099 contractors who add capacity when the work calls for it. We can augment your staff or take on the entire project. Azure and AI services are hosted wherever your agency requires, including your own tenant or Azure Government.

Past performance

Work like this, for clients who stay.

Specialty metals distributor, 2009 to present

Supply chain software and supplier portal

Helps buyers decide when and how much to buy, track vendor orders, and plan trucks for supplier shipments and branch transfers.

25,000+ SKUs across 19 branches, a supplier portal serving 500+ suppliers, integrated with TIBCO and JD Edwards EnterpriseOne. Replaced a fully manual process, and let the client adjust stock and pricing to the market, saving over $1.5 million within two quarters.

Home delivery provider, 2022 to present

Delivery operations and claims platform

Tracks contractor compliance, claims, documents, and electronic signatures.

A Blazor Server claims platform for household goods delivery damage, with SignNOW for verified signatures, delivered as SaaS on Azure. Cut claim processing time by 40 percent.

Electronic medical records modernization Higher education, 2015 to 2018
Moved an EMR system serving 2.5+ million students from classic VB to C#, and redesigned its SQL Server database, taking queries from several minutes to under 500 milliseconds.
Automotive sales SaaS platform Our own product, sold to auto dealerships, 2017 to 2018
A multi-tenant base platform on Azure that we built and sold to auto dealerships, returning search results faster than the sites it replaced.

Client names and references available upon request. This is commercial work: Code Junkies has not yet held a federal contract, and we would rather you hear that from us than find it in FPDS.

How you can buy from us

Five paths. Three exist because we are a certified SDVOSB.

Each links to the rule behind it. Your contracting office decides which applies.

Because we are a certified SDVOSB

SDVOSB sole source

Up to $5 million including options, services

A contracting officer may award to a certified SDVOSB without competition when no other SDVOSB is expected to compete, the firm is responsible, and the price is fair and reasonable. Other conditions apply.

SDVOSB set-aside

Competition among SDVOSBs

Used when the contracting officer expects offers from two or more certified SDVOSBs at fair market prices. Above the simplified acquisition threshold, the socioeconomic programs are considered before a general small business set-aside.

VA Veterans First

VA requirements

Under Veterans First, the VA sets aside for certified SDVOSBs, then VOSBs, when its rule of two is met, and may award to them without competition within set limits.

On set-aside and sole-source awards, we self-perform the share of the work the limitations on subcontracting rule requires. FAR 52.219-14

For any small purchase

Micro-purchase

Up to $15,000

Can be awarded without competitive quotes when the price is reasonable.

Simplified acquisition

Up to $350,000

Informal quotes from qualified sources, without a formal solicitation. Generally reserved for small business when two or more are expected to compete.

Thresholds as of 1 October 2025.
